차별적인 접근론이 함께 고려되면서 변화된 모습을 찾아갈 것으로 기대된다. 그러나 좀 더 시간이 흐른다면 결국 완전한 보상청구권 체계로의 전환, 즉 권리보호에 있어 손해배상원칙의 철저한 구현이라는 ACS 제도의 도입이 본격적으로 논의될 것이며 이는 저작권체계에 대한 완전한 재검토로서의 의미를 가질 것이다. 그럼으로써 UCC 라는 에너지 넘치는 적극적 문화소비가 한낱 오락이나 실험에 그치지 않고 새로운 저작권체계와 보상체제를 만들어내는 데까지 이를 것이다. 이것이 지금의 UCC 저작권의 차별적 취급론이 갖는 진정한 의미이다.
