중앙선거관리위원회 위원장 김능환입니다.

I am Kim Nunghwan, the chairperson of the National Election Commission.

오는 12월에 실시되는 우리나라의 제18대 대통령선거가 5개월 앞으로 다가왔습니다.

We are now five months away from the 18th Presidential Election of Korea.

국내에서는 12월 19일에 선거가 실시됩니다. 그러나 재외국민 여러분의 선거일정은 다소 차이가 있으며, 국내에서보다 먼저 투표하게 됩니다.

The election will take place on December 19. However, overseas Koreans have a chance to vote before that date.

7월 22일부터 3개월 간은 국외부재자신고 및 재외선거인등록이 이루어지고, 11월 27일부터는 선거기간이 개시되며, 12월 5일부터 10일까지 6일간 재외투표소에서 투표가 실시됩니다.

Starting from July 22, there will be a three-month period during which overseas Koreans will be able to apply as an overseas absentee voter and to submit application for overseas voters registration. From November 27, official campaigning by candidates and their representatives will begin, and voting will take place from December 5 to December 10 at overseas polling station.

재외국민 여러분께서는 이미 지난 4월 제19대 국회의원선거를 경험하셨습니다. 그러나 국회의원 선거와 대통령 선거는 그 의미와 성격이 크게 다릅니다.

Overseas Koreans have had a chance to partake in voting during the recent 19th National Assembly election in the April of this year. Even so, presidential election hold a different significance from that of parliamentary election.

지난 국회의원 선거에서는 국외부재자를 제외한 재외국민 여러분은 지역구 의원 선거에 참여하지 못하고 비례대표 의원 선거에만 참여 하였습니다.

During the recent parliamentary election, overseas Koreans were unable to vote for district representative of the National Assembly except for those who registered for absentee status ahead of time, and were only able to vote for proportional representative of the National Assembly.

그리하여 후보자 개인이 아니라 정당을 대상으로 투표하였을 것입니다. 그러나 이번 대통령 선거에서는 국외부재자를 포함한 재외국민 여러분 모두가 후보자 개개인을 대상으로 투표하게 됩니다.

As such, they voted for the party of choice instead of individual candidates. However, during the upcoming presidential election, all overseas Koreans will be able to vote for their candidates of choice.

이는 재외국민 여러분의 투표가 대통령 선거에 나선 후보자들의 당락에 직접적으로 영향을 미칠 수 있다는 것을 의미합니다. 그만큼 여러분의 한 표, 한 표가 모두 소중한 것입니다.

This means that overseas Koreans will have a direct say in the presidential election. As such, every single vote is important.

존경하는 재외국민 여러분!

Esteemed overseas Koreans!

여러분께서 선거권을 행사하기가 결코 쉽지 않다는 사실은 우리 중앙선거관리위원회도 잘 알고 있습니다.

The National Election Commission fully realizes that voting from abroad is not easy.

재외투표소와의 거리도 멀고, 선거인등록과 투표 모두를 직접 재외공관에 가서 하여야 하는 등으로, 적지 않은 시간과 비용, 그리고 노력을 들여야만 합니다.

Overseas polling station can be far, and you may have to register in person at consulates and missions. so it may take a significant amount of effort on your part.

우리 중앙선거관리위원회는 재외국민 여러분의 투표권 행사에 따른 부담과 불편을 줄이기 위해 여러 가지로 개선책을 강구하고 있습니다만, 그 실현에는 앞으로 상당한 논의와 시간이 필요할 것으로 예상됩니다.

The National Election Commission is looking into different ways to make voting easier, but it will take a considerable amount of time with sufficient discussion to make the goal come true.

그러나 이런 여러 가지 어려움에도 불구하고, 재외국민 여러분께서는 적극적으로 이번 대통령 선거에 참여하여 투표해 주시기를 간곡히 당부드립니다.

Even so, we sincerely hope that you take the time to participate in the presidential election and submit a vote.

존경하는 재외국민 여러분, 선거에서 투표권을 행사하는 것은 우리나라 국민으로서 가지는 당연한 권리이지만, 동시에 의무이기도 합니다. 그리고 누가 대통령이 되는지에 따라 향후 5년 간 우리나라가 나아갈 방향이 정해지고, 그것이 재외국민 여러분의 생활에도 직·간접적으로 영향을 미치게 된다는 것은 새삼 강조할 필요가 없습니다.

Voting in an election is not only an inalienable right but also a duty as a Korean. Moreover, whoever is selected as a president will determine the direction Korea will take for the next five years, which will affect your lives directly or indirectly.

대통령선거가 이처럼 중요함에도 불구하고 투표에 참여하지 않고 수수방관할 수는 없습니다.

Having said that, it would not be right to simply look on without voting.

존경하는 재외국민여러분, 저는 재외국민 여러분께서 우리나라의 주권자인 국민의 한사람으로서, 여러 어려움에도 불구하고, 이번 대통령 선거에 한 분도 빠짐없이 참여하여 소중한 한 표를 행사하시리라 기대하며 희망합니다.

I sincerely hope that as a citizen of Korea, all of you will participate in voting for the upcoming presidential election.

그리하여 조국의 민주정치 발전에 큰 힘을 보태 주시기 바랍니다.

With your voting, you can contribute to the development of a democratic government in Korea.
